Policy Consistency Over Volume

The US-China leadership swap in the AGILE Index 2025 illustrates that governance consistency matters more than governance volume.

China moved to first place not by adding new governance instruments, but by maintaining consistent AI policy. The US dropped primarily because revoking Executive Order 14110 and replacing it with a less comprehensive order created policy discontinuity.

This suggests that in fast-moving domains, predictability and sustained direction may matter more than any single policy’s ambition. Actors, companies, researchers, investors, can adapt to known constraints more easily than to shifting ones.
